§ 2-36. LOCAL HISTORIAN.

    The position of Local Historian for the Township of Deptford is hereby established pursuant to N.J.S.A. 40:10A-1 et seq.

    b. 

    The Local Historian shall serve without compensation.

    c. 

    The Local Historian may not obligate the Township or expend Township funds or donated funds without the prior written approval of the Township Manager.

    d. 

    The Local Historian shall not be considered an employee of the Township.

    e. 

    The Local Historian shall be appointed by Township Council and shall serve at the pleasure of the Township Council.

    f. 

    The Local Historian shall carry out an historical program, including but not restricted to, collecting, preserving and making available materials relating to the history of Deptford Township. The Historian shall store such materials in such a manner as to ensure their preservation in the Township building or at such other location as directed by the Township Manager and shall notify the State Archivist, New Jersey Historical Commission, County Local Historian and Local governing body of any materials that should be acquired for preservation. The Local Historian of any donated or purchased funds or materials relating to the history of Deptford Township. Upon leaving the position, the Historian shall turn over all materials, records and reports into the possession of the successor, if then appointed, or to the governing body until a successor shall be appointed.

    g. 

    The Local Historian shall make an annual report to the Township Manager and governing body stating all of the work performed and accomplished during the year. The Historian shall transmit a copy of such report to the New Jersey Historical Commission.

    h. 

    The Historian may research, write and cause to have published a Municipal History with the prior written approval of the Township Manager and governing body and may recommend appropriate historical materials for publications.

    i. 

    The Historian may assist, with the prior written approval of Deptford Township Council, any Landmark Commission, as well as advise the governing body, concerning the acquisition, administration, use and disposition of any landmark or historic site, including such places within Deptford Township included on the New Jersey Register of Historic Places. Such advice may be furnished to the Historic Site Section, Department of Environmental Protection with the prior written consent of the Deptford Township Council.

    j. 

    The Local Historian may assist in projects of commemoration, including the erection of monuments, historic markers and guide signs with the prior written consent of the Township Council.

    k. 

    The Local Historian may not employ any clerical assistants or other employees to assist such Historian in the carrying out of such Historian's duties and responsibilities without the prior written consent of the Township Manager and prior authorization by the Township Council for the creation of any such position.

    l. 

    Any records, documents or other tangible objects of any kind acquired by or received by the Historian during such Historian's appointment by gift, donation, devise or otherwise shall be deemed Township property and shall be included in a register to be created by and maintained by the Township Historian of all writings, documents or tangible items received by the Township Historian and all predecessors of the Township Historian and shall, upon receipt of any such item, notify the Township Manager and Council of all items received, the amount of compensation paid for any such item, and the source of the item and whether such item was received as a gift, donation, devise or otherwise.

    m. 

    Any funds received by the Township Historian through fund-raising activities, by gift, donation, devise or otherwise shall be immediately reported to the Township Manager and turned over to the Township's Chief Financial Officer for deposit into the appropriate Township Historical Account.

    n. 

    The Township Historian may engage in fund-raising activity with the prior written approval of the Township Manager.

    o. 

    Any Historian accepting the appointment of Local Historian for the Township of Deptford by acceptance of such appointment or carrying out the duties of Local Historian shall be bound and governed by the conditions set forth in the within section and any rules and regulations promulgated by the Township Manager for the conduct of the performance of such local Historian's duties and the Township Manager be and the same is hereby authorized to promulgate such rules and regulations not inconsistent with the within section.

    p. 

    In the event the powers and responsibilities of the Local Historian as set forth in N.J.S.A. 40:10A-1 et seq. differ from those contained in this section, this section shall govern.
