§ 18-1.3. Collection of garbage and refuse.

    The Township of Deptford through its Public Works Department or through a duly authorized contractor hereinafter referred to as the "collector" may collect and remove garbage and refuse except bulky and industrial and hazardous waste from single-family dwellings which refuse and garbage is generated within the Township of Deptford by such dwelling. Nothing contained herein shall required such collector to enter on private property to collect such garbage or refuse.

    b. 

    This section shall not prohibit the actual producers of refuse, or the owners of premises upon which refuse has accumulated, from personally collecting, conveying and disposing of such refuse or from contracting with rubbish contractors, provided that such producers or owners comply with the provisions of this section and with any other applicable statute, rule or ordinance of the State of New Jersey and/or the Township of Deptford.

    c. 

    Pickup location for garbage and refuse shall be at the roadside adjacent to the property being serviced; however, where the interest of the public safety and/or convenience of collection requires a redesignation of a pickup area, the Township Manager may designate such location upon seven days' written notice to the affected property owner. Service of notice may be made by ordinary mail or by personal service to the occupant of the premises, if any. Any affected resident contesting the redesignation of the trash and rubbish collection side may appeal the decision of the Township Manager within seven days to the Township Council, who shall be required to hold a hearing to determine the reasonableness of the Manager's decision within 30 days after receipt of notice of appeal.
